Ugwuanyi

Why would Enugu State Governor, Ifeanyi Ugwuanyi, appoint an ex-convict into his cabinet, at a time the whole country is reeling under the weight of bad image?

Was it his way of showing appreciation and payback for work done, to gain entry into a powerful clique controlling immeasurable wealth and authority or simply an outpouring of expression of milk of human kindness, expressed in the Christ-like injunction of go and sin no more?

Whatever it is, Ugwuanyi’s appointment of Mrs. Amaka Anajemba, Nigeria’s Queen of 419 (Advanced Free Fraud) as the Managing Director of Enugu State Waste Management Agency (ESWAMA), is ruffling a lot of feathers in the state, since it was announced on Friday.

Anajemba is the widow of 419 kingpin, Ikechukwu Anajemba, who was assassinated along the Awka axis of Enugu Onitsha experessway in 1998.

The late Anajemba hailed from Ogidi in Idemili North local government area of Anambra State, while his widow hails from Achi in Oji River Local Government Area, and was said to have played the role of the Personal Secretary to the Governor of Central Bank of Nigeria (CBN), in one of the greatest 419 pull-offs in Nigeria’s history.

Her appointment, which came via a statement, issued by the Secretary to the State Government (SSG), Dr. Gabriel Ajah, on behalf of the governor and distributed to reporters by Louis Amoke, the Senior Special Assistant to the Governor on Media and Publicity, saw Ugwuanyi, describing Mrs. Anajemba as “a woman activist, philanthropist, politician and graduate of political science.”
It stated that the appointment took effect from July 4, 2016, and requested that “all handing and taking over exercise must be completed on or before close of work on Friday, 8th July, 2016.”

Apparently pointing to the reason for giving her the top job, statement referred to how she was until her appointment the Chairperson of Door-to-Door 4 Gburugburu (Women Wing), a support group and Non-Governmental Organization that promotes good governance in the state and works for the emancipation of indigent women and the underprivileged in the society.

Gburugburu, which in Igbo language means All Round, worldwide or global is the pet name of the governor, which became more prominent during his campaigns for the governorship, meaning that Mrs. Anajemba, like the role Senator Stella Odua played for former President Goodluck Jonathan with her Neighbour to Neighbour outfit, for which she was rewarded with a ministerial appointment, she is also being compensated with the headship of the highly-rated ESWAMA.

Regardless, those kicking against the gesture, view the appointment as a contravention of Section 137 (1) d of the constitution, which they say forbids ex-convicts from holding political offices.

Back in 2005, under the Olusegun Obasanjo administration, Mrs. Anajemba bagged a prison term of two and half years for conspiring with others to commit a scam to the tune of over $242 million in faraway Brazil.
She was convicted in July 2005 by Justice Olubunmi Oyewole of the Lagos High Court, Ikeja.
According to a news report in Daily Trust on July 26, 2005, “by her conviction, Mrs. Amaka Martina Anejemba, mother of four, became the undisputed Queen of the scam that continues to wreak havoc to our international image and integrity.”

Her conviction had earned a presidential recognition, with Obasanjo writing a letter of commendation to the EFCC boss, Nuhu Ribadu, for the first time, for a job well done in the successful prosecution.

Though she only bagged two and a half years prison term, Amaka Martina Anajemba (also known in the 419 world as Mrs. Rasheed Gomwalk, Rossy Ford, Olisa Agbakoba), had forfeited to the Federal Government property worth N3, 185 billion in Nigeria, Switzerland, United Kingdom and the United States.

According to the court, the value of the property forfeited is in the region of $48,500,000. In terms of liquid cash, her two company accounts, Goodax Ventures Nigeria Limited, Natwest England holding
about $2,422,507.06 and Amaka Anajemba (Martigay), Switzerland having a balance of about CHF 87,000 were blocked. She pleaded guilty to counts 88, 89, 90 and 91 on money laundering and refusal to make full disclosure of her assets and liabilities.

She was thus convicted on charges of "knowingly conducting a financial transaction to wit: depositing $2.5 million with Banque La Rosche, Basle, Switzerland, with proceeds of funds obtained by false pretence; laundering of funds obtained through unlawful activity; failure to make full disclosure of assets and liabilities".

Before this latest scandalous appointment, Ugwuanyi was accused of harbouring people of questionable character in his government. Recently, he appointed the former Chairman of Peoples Democratic Party (PDP), Ikeje Asogwa as Chairman of Enugu State Universal Basic Education Board.

Asogwa, a regular visitor EFCC, is currently being probed alongside former Governor Sullivan Chime for various cases of graft, including receiving N450 million from the office of the former National Security Adviser (NSA), Sambo Dasuki. EFCC earlier quizzed Asogwa when he was Managing Director of Enugu State Housing Corporation for a N1 billion non-performing loan he obtained from Access Bank purportedly for executing Coal City Gardens Estate in Enugu. Unconfirmed reports had it that his former boss, Sullivan Chime repaid the loan from state funds.

Also taking refuge in Ugwuanyi’s government is Mr. Rita Mba, a former aide of Sullivan Chime. Mrs. Mba, a divorcee is currently Commissioner for Special Duties under Ugwuanyi. She was recently quizzed by EFCC alongside Chime, Asogwa and founding chairman of PDP in Enugu State, Charles Egumbe over the N450 million received from the office of NSA.

Also hiding under the cover of Ugwuanyi’s government to escape prosecution is Mr. Sam Iyiogwe, who EFCC recently quizzed for allegedly diverting over N200 million from Nkanu East local government when he held sway as Chairman. Iyiogwe is currently Senior Special Assistant to Ugwuanyi.
